On “Il Giornale d’Italia” of 11 January 1933, an interesting printing article was detected which documents a circular sent by the Guardasigilli to all employees to try to find useful objects to make the criminological museum recently inaugurated and which could be relevant to understand the reasons for a possible “deception” that has hidden behind the preparation of the white lady. This is the full transcription of the article.
«The criminal museum of Rome and its Constitution.
The Guardasigilli has issued a circular offices for the development of the collections of the criminal museum, open in Rome to keep those objects of particular interest available to scholars who directly or indirectly refer to crime, that is, both those who have served the perpetration of the crimes, and those that offer the vision of the evolution process of our criminal and penitentiary institutions. The museum which is being completed, preserves a tripartition by its basis: execution of the crime, state activity for the assessment of the crime and for the condemnation of the offender, execution of penalties and safety measures. The first part must be divided into sections corresponding to the large categories of crimes, possibly re -attached to the distinction established by the new code, of crimes committed with violence and crimes committed with fraud. The second part will have to refer to that state activity, ranging from the systems of investigations of the judicial police in search of the tests in court until the sentence. The third party will be destined to collect everything concerning the criminal execution, from two points of view and therefore in two distinct sections, one concerning the action of the state during the period of criminal execution, the other relating to the effects of execution on the people of the convicted. The minister specially draws attention to the need for the collections that form the second part of the museum, which is intended to particularly illustrate the activity of the judiciary, is given development to the collections. Therefore the Minister invites the employees to report to the Ministry those interrogation acts, comparisons, inspections, experiments, appraisals, hearing reports, sentences etc., which for their exceptional importance are worthy of being preserved in the criminal museum, in order to offer interested parties the possibility of examination and study. The importance of the documents must be determined both regarding the intrinsic value of them, and in relation to the social and political reflections inherent to the procedure to which the documents refer. All this was really interesting and was able to provide some explanations to our legendary history and its origins; A sort of motive. The need to find useful objects for the museum may have pushed just Umberto BiraghiDoctor and at the time character very close to the leaders of the regime (he managed a very popular obstetric clinic in Rome in the Roman hierarchs), to the “recovery” of a skeleton in the Poggio Catino area, then used for the preparation of the white lady.
After all, at the time of the alleged discovery, Umberto Biraghi He was engaged in the renovation in the Sabino country of an old convent (transformed into childhood school) which presumably contained even burials of friars hosted by the structure. It cannot therefore be excluded that the doctor had at the time the availability of some skeletons that no one would have claimed in the event of disappearance.
